Supreme Court of Guam Issues Thirteenth Updated Order Relative to Court Operations: All Court Facilities Open to the Public on Tuesday
January 18, 2021
(Hagatna, Guam) - In line with I Maga-hågan Guåhan’s Executive Order No. 2021-01 placing Guam in Pandemic Condition of Readiness (PCOR) 2 beginning January 18, 2021, the Supreme Court of Guam issued today the Thirteenth Updated Order Relative to Court Operations Under Exigent Circumstances Related to COVID-19 (Coronavirus).
Under the Thirteenth Updated Order, beginning Tuesday, January 19, all Judiciary of Guam facilities will be open to the public from 8:00 am to 5:00 pm, Monday through Friday. However, because of daily sanitizing, the filing counters for the Superior Court of Guam at the Guam Judicial Center in Hagatna and the Northern Court Satellite in Dededo, and for the Supreme Court of Guam, will be open for services between the hours of 9:00 am and 4:00 pm, Monday through Friday.
The Probation Services Division and the Client Services and Family Counseling Division will continue to provide services on an appointment-only basis, with walk-ins available only with the approval of the respective Division Managers.
Additional in-person court proceedings, including jury trials, will be scheduled and will adhere to all Department of Public Health and Social Services protocols including social distancing guidelines. While there may be more in-person proceedings, the court will continue to primarily conduct business through means other than in-person, such as by teleconferencing, video conferencing (e.g., Zoom, etc.), online payments, and through alternative methods of filing previously implemented (i.e., e-filing, email, facsimile, postal mail, and dropbox).
For those who may be summoned for jury service, all active petit jurors and grand jurors shall serve to the full extent of the law. To prevent the spread of the coronavirus, ensure the safety of jurors and court staff, and determine the availability of jurors, all active petit jurors and grand jurors must complete a screening questionnaire issued by the Jury Commissioner.
Members of the public or media who wish to access court proceedings or need further information, should contact the Public Information Officer, Kristina (Tina) Blaz, at kblaz@guamcourts.org.
“We cannot become complacent when it comes to our health and the health of those around us. Even with the low CAR Score, the low seven days rolling positivity rate, and the vaccine roll-out, we must continue to be vigilant and adhere to all Public Health Guidelines. We look forward to safely and steadily resuming normal Judiciary operations, and we thank our employees and the public for your continued support and cooperation,” stated Chief Justice F. Philip Carbullido.
