In January of 2023, the Sixth Amendment Center entered into an agreement with the Guam Public Defender Service Corporation to evaluate indigent defense services on Guam. The Sixth Amendment Center is a non-profit, non-partisan organization based in Boston, Massachusetts that works with policymakers to ensure that their right to counsel services meet constitutional prevailing obligations.
The evaluation focused on the provision of adult trial-level criminal indigent defense representation on Guam through the Public Defender, the Alternate Public Defender, and appointed private attorneys.
